Vocational Training Process

  • Prepare Urban Poverty Profile, Slum Profile and Livelihoods Profiles adopting an Area Approach
  • Undertake Market Scan/Survey to identify the needs of Industry, Business and Service Sectors - assess the emerging job opportunities and prospects of self-employment
  • Assess Skill Gaps & Needs for Skills Training: Prepare Skills Training Action Plans
  • Identify Lead (National or State) and Nodal (Regional/City Level) Skills Training Institution including reputed institutions in the private sector
  • Develop Guidelines for Accreditation by the Lead Institution, Clarify the Accreditation & Certification Processes and Develop Modules for Training of Trainers
  • Memorandum of Agreement between Lead Institution & Nodal Skills Training Institutions/Agencies and between the later and Skills Training Providers
  • Selection of Trainees with the help of Community Structures based on their Education, Experience, Aptitude etc.
  • Preparation of Training Calendar and assignment of Trainees to Institutions/Skils Training Providers
  • Explore Apprenticeship/Placement with Industry – Prior Tie-up with Industry desirable
  • Monitoring, Quality Control, Review, Evaluation and Corrective Measures
  • Separate Training Modules for Development of Entrepreneurship/Life Skills Development
  • Skills may be differentiated in categories on the basis of entry level qualifications
  • Training may be upto 4 months duration after which 2 months may be as apprenticeship in the concerned industry
  • Training class may have up to 40 trainees
  • Matriculate pass candidates may be provided technical vocational training of high standard whereas 8th pass candidates can be provided training requiring less technical knowledge
  • Persons below 8th pass may be provided with specially designed training which do not generally require technical skill
  • State Governments may empanel activity-specific lead institutes for each specific technical vocational skill,supported by regional/city level nodal institutions that work closely with the lead institution
  • Implementation of the scheme to be with utmost transparency, involving community-based structures/civil society closely and with beneficiary lists published on web site of the municipality/notice board
  • Scheme to be monitored by a Steering Committee at the national, State & ULB levels
  • Guidelines to be developed at State level
